Pre-Nomination Study-NEW YORK STATE BROWNFIELD OPPORTUNITY AREA PROGRAM

BRS served as the prime contractor for developing and carrying out the Pre-Nomination study for the town of Fort Edward.
History

As a requirement of the first step of the three-step BOA Program, the Pre-Nomination Study is intended for communities that are uncertain about existing conditions and have minimal or no information about brownfields that are impacting their community. BRS collected and analyzed data pertaining to the project area’s redevelopment potential. The Pre-Nomination Study ultimately identified 25 sites of interest throughout Fort Edward. The location and potential end uses of these sites lent themselves to establishing neighborhood divisions for grouping the sites. The report also provided a preliminary description and analysis of these six proposed Brownfield Opportunity Areas. These groupings will form the basis for future revitalization efforts under the final two steps of the BOA Program, Nomination and Implementation Strategy.

BRS’s role:
  • Planned and facilitated meetings with the BOA Steering Committee, property owners, and community members to solicit input regarding stakeholders’ desired reuse for key properties;
  • Conducted in-depth research into dozens of potential sites of interest, including scouring federal, state, and local records; also performed field inspections to inventory and catalogued all brownfield sites within the community;
  • Completed an extensive pre-nomination report to allow sites to proceed to the next phase of the BOA process; and
  • Developed successful applications to move two priority neighborhoods to Phase 2 of the BOA program, providing $360,000 in grant funds for the town to engage in marketing and feasibility studies for the sites in these target neighborhoods.
