Marsh Restoration and Resiliency Project

BRS, Inc. is working on a resiliency project at the New Jersey coast line that includes/included living shorelines to reinforce eroded locations and wetlands restoration.
History

The Little Egg Harbor Marsh Restoration and Resiliency Project, funded by the National Fish and Wildlife Foundation (NFWF) Hurricane Sandy Coastal Resiliency Grant, includes design, permitting, construction, and monitoring of vital restoration projects in the Barnegat Bay and Mullica/Great Bay Watershed Management Areas. The Township of Little Egg Harbor and the Borough of Tuckerton have jointly undertaken this project to implement living shorelines at severely eroded costal locations. This area is plagued by flooding and erosion, which pose serious threats to the stability of roadways. The proposed designs will strengthen natural buffers from storm surges, protect from future erosion, and safeguard critical infrastructure.

BRS’s role:
  • Serving as a third-party owner’s representative for Little Egg Harbor Township and the Borough of Tuckerton;
  • Assisting in the preparation of New Jersey Department of Environmental Protection (NJDEP) Waterfront Development Permit and Coastal General Permit No. 24, including coordination with design consultant, NJDEP Land Use, the New Jersey Division of Fish and Wildlife, the New Jersey Natural Lands Trust, the U.S. Environment Protection Agency (EPA), Federal Emergency Management Agency (FEMA), and the U.S. Army Corps of Engineers (USACE);
  • Conducting pre-permit application meetings, joint permit processing meetings, public meetings, and permit application meetings with state and federal agencies;
  • Coordinating with the NJDEP, USCOE, New Jersey Corporate Wetlands Restoration Partnerhip (NJCWRP), Barnegat Bay Partnership, Osborn Island Residents Association, and other stakeholders to facilitate permitting and funding for the project;
  • Securing and managing multiple funding sources, including $2.13 million in National Fish and Wildlife Foundation (NFWF) Grant funds; $400,000 in 2017 Water Quality Restoration Grant funds, and $46,700 in private contributions for post-construction monitoring;
  • Presenting to various land owners ,including New Jersey Natural Lands Trust and New Jersey Division of Fish and Wildlife, to secure approvals and establish agreements; and
  • Providing community outreach support through participation in community meetings.
