History
Greg Grant Park was developed on a former industrial manufacturing site, located in an economically and socially disadvantaged neighborhood that contained no recreational amenities of significance. The environmentally contaminated site was adjacent to residential areas and an elementary school. By combining this century-old defunct industrial facility with adjacent uncontaminated parcels, three properties were consolidated to make a substantial public park of approximately 2.74 acres. The urban park serves the entire neighborhood as well as the adjacent elementary school, containing basketball courts, a spray pool, a picnic area, a playground, and other amenities.
BRS’s role:
- Oversaw the development of conceptual plans that maximized the use of the property for recreational purposes while still addressing the remediation objectives;
- Secured over $1.7 million in project funding;
- Arranged for the Environmental Protection Agency (EPA) to conduct a removal action to address asbestos and other areas of concern at no cost to the municipality;
- Served as community liaison;
- Secured regulatory approvals to include municipal planning board, New Jersey Department of Environmental Protection (NJDEP) Historic Preservation Office (HPO) Section 106 requirements, and others; and
- Served as owner’s representative and managed the environmental investigation and remediation process, as well as the park construction process.
