EPA Brownfields Assessment

BRS, Inc. worked with the City of Asbury Park to identify, procure funding for, and manage environmental assessment projects in an underserved neighborhood.

History

The City of Asbury Park, NJ, is a recipient of two EPA Brownfields Assessment Grants focusing on assessing and advancing redevelopment objectives in two underserved focus areas: the Springwood Avenue Brownfield Development Area (BDA) and the Main Street commercial corridor. The focus areas are in the western part of this shore community in a part of the city that hadn’t benefitted from the oceanfront redevelopment boon of the last 15 years. BRS, Inc., working with the City and other local stakeholders, has assisted with the identification and assessment of the priority brownfield sites so as to bring prosperity to these neighborhoods that are home to higher poverty levels and where former manufacturing/commercial facilities are barriers to redevelopment.

BRS’s role:

• Prepared the initial EPA grant proposal;
• Prepared the Federal Cooperative Agreement Application;
• Oversaw federal grant management activities;
• Conducted brownfield inventory efforts;
• Served as LSRP of record for targeted sites;
• Conducted Phase I and Phase II site assessments; and
• Extended community outreach to include facilitation of the BDA Steering Committee and convened a workshop for private property owners.
