Enterprise Avenue Industrial Park

A classic brownfields redevelopment project comprised of a series of privately held, abandoned, and industrial properties targeted for redevelopment.
History

The Enterprise Avenue Industrial Park was comprised of a series of privately held, abandoned, industrial properties that were transformed for redevelopment into a new, state-of-the-art industrial park with complimentary public open space along Assunpink Creek. The properties had lingered and were unmarketable for decades as a result of lack of funding, complex ownership, and property liability issues. The site is now a shovel-ready industrial site with new streetscape improvements and an attached greenway along Assunpink Creek.

BRS’s role:
  • Secured and managed federal, state, and local funding for the project, including a portion of $6 million in funding from the U.S. Economic Development Administration;
  • Negotiated property donations and property sales to the City of Trenton;
  • Managed liability issues associated with a third party responsible for site environmental contamination. This involved establishing separate legal and financial agreements between the City, the NJDEP, the former property owner, and the former owner of the liability;
  • Provided expert testimony for establishing the redevelopment area;
  • Selected and obtained a suitable landscape architect and engineering firm to design the project for the City;
  • Provided managerial oversight for the demolition contractor, architects, and engineers;
  • Managed negotiations with Conrail and adjacent landowners to facilitate the abandonment and relocation of the remaining railroad spur, enabling industrial park expansion;
  • Conducted community outreach services; and
  • Assisted in attracting and vetting competent site developers.
