Asbury Park 2026 Master Plan Re-Examination

Asbury Park is updating and re-examining its Municipal Master Plan — a long-range planning document that helps guide future decisions about land use, housing, redevelopment, sustainability, resiliency, transportation, economic development, open space, infrastructure, and neighborhood character throughout the city.
Under New Jersey law, municipalities are required to periodically review and re-examine their Master Plans to ensure that planning policies remain current and responsive to changing conditions, community needs, and future challenges. This process helps the City evaluate what is working well, identify new opportunities and concerns, and plan thoughtfully for the future of Asbury Park.
The Master Plan belongs to the community, and public participation is a critical part of the process. Residents, business owners, community organizations, property owners, visitors, and stakeholders all bring valuable perspectives and lived experiences that help shape the plan and its recommendations.
The City of Asbury Park is working with BRS Inc. to support the planning and community engagement process. Together, the City and project team will conduct public meetings, workshops, outreach events, and opportunities for community feedback throughout the planning process.

What is a Master Plan?
The Municipal Master Plan guides future development, redevelopment, preservation, and investment throughout Asbury Park.
It helps shape decisions about housing, transportation, sustainability, resiliency, economic development, parks, infrastructure, and neighborhood character.
What is a Master Plan Re-examination Report?
A Master Plan Re-examination Report is a public planning document required by New Jersey law at least once every 10 years.
The report reviews:
- Existing Master Plan goals and policies
- Changes that have occurred since the last plan
- New planning issues and community priorities
- Whether updates or revisions are needed
The report may recommend:
- Updates to Master Plan Elements
- Changes to zoning regulations
- New planning initiatives
- Additional studies or planning efforts
The re-examination process helps ensure that the Master Plan remains current, responsive, and aligned with community needs.
Why Does the Master Plan Need to Be Re-examined Every 10 Years?
New Jersey law requires municipalities to conduct a periodic review of the Master Plan at least every 10 years through a document called a Master Plan Re-examination Report.
This process helps municipalities evaluate:
- What has changed since the last plan
- Whether planning goals are still relevant
- New challenges and opportunities
- Changes in population, housing, infrastructure, climate risks, redevelopment, transportation, and economic conditions
- Whether zoning and redevelopment policies still support community goals
The re-examination process allows the City to update planning policies and respond to changing community needs while ensuring that planning decisions remain thoughtful, coordinated, and legally supported.
