In 2017, the City of Asbury Park completed a comprehensive Master Plan Re-Examination to evaluate how the community had changed since the previous Master Plan and to establish a vision for the City’s future. The plan was informed by public input, stakeholder meetings, and a review of previous planning efforts. It provided guidance for development, redevelopment, preservation, transportation, housing, economic development, sustainability, open space, and community facilities.

The 2017 plan recognized that Asbury Park was experiencing significant investment and redevelopment after decades of revitalization efforts. At the same time, it emphasized the importance of preserving the qualities that make Asbury Park unique, including its neighborhoods, historic character, arts and culture, waterfront, lakes, parks, and diverse community.

Major Goals of the 2017 Plan

The plan established a broad vision for Asbury Park centered on:

  • Supporting thoughtful redevelopment and economic growth.
  • Protecting neighborhood character and historic resources.
  • Expanding housing opportunities and maintaining a diverse community.
  • Improving walking, bicycling, transit access, and overall mobility.
  • Enhancing parks, open space, lakes, and recreational opportunities.
  • Promoting sustainability and environmental stewardship.
  • Strengthening community facilities and public services.
  • Guiding redevelopment in a way that benefits residents and businesses.

What Has Happened Since 2017?

Many of the priorities identified in the 2017 plan have shaped decisions over the past decade. Redevelopment projects have continued throughout the city, new planning initiatives have been completed, public spaces have been improved, and additional efforts have focused on housing, arts and culture, sustainability, and neighborhood revitalization. Redevelopment plans, affordable housing planning, environmental initiatives, and other long-term planning projects have all been undertaken during this period.

Why Is the Plan Being Re-Examined Again?

New Jersey law requires municipalities to periodically review their Master Plans to determine whether goals remain relevant and to identify new challenges and opportunities. Since 2017, Asbury Park has experienced continued growth and investment while also facing emerging issues such as housing affordability, climate resilience, flooding, sustainability, infrastructure needs, and changing community priorities.

The current Master Plan Re-Examination is an opportunity to reflect on what has been accomplished, identify what remains important, and update the City’s vision for the future. Community input will play a critical role in helping shape the next chapter of planning for Asbury Park.


The City of Asbury Park is working with BRS Inc. to support the planning and community engagement process. Together, the City and project team will conduct public meetings, workshops, outreach events, and opportunities for community feedback throughout the planning process.

What is a Master Plan?

The Municipal Master Plan guides future development, redevelopment, preservation, and investment throughout Asbury Park.
It helps shape decisions about housing, transportation, sustainability, resiliency, economic development, parks, infrastructure, and neighborhood character.

What is a Master Plan Re-examination Report?

A Master Plan Re-examination Report is a public planning document required by New Jersey law at least once every 10 years.

The report reviews:

  • Existing Master Plan goals and policies
  • Changes that have occurred since the last plan
  • New planning issues and community priorities
  • Whether updates or revisions are needed

The report may recommend:

  • Updates to Master Plan Elements
  • Changes to zoning regulations
  • New planning initiatives
  • Additional studies or planning efforts

The re-examination process helps ensure that the Master Plan remains current, responsive, and aligned with community needs.

Why Does the Master Plan Need to Be Re-examined Every 10 Years?

New Jersey law requires municipalities to conduct a periodic review of the Master Plan at least every 10 years through a document called a Master Plan Re-examination Report.

This process helps municipalities evaluate:

  • What has changed since the last plan
  • Whether planning goals are still relevant
  • New challenges and opportunities
  • Changes in population, housing, infrastructure, climate risks, redevelopment, transportation, and economic conditions
  • Whether zoning and redevelopment policies still support community goals

The re-examination process allows the City to update planning policies and respond to changing community needs while ensuring that planning decisions remain thoughtful, coordinated, and legally supported.
